POSITION SUMMARY 
We are seeking an up-and-coming human resources professional who is looking for more growth and advancement opportunity than they currently have. Reporting to the Executive Director of Human Resources, the Human Resources Senior Specialist works as a collaborative member of the Human Resources team to provide services in support of Franciscan University managers and employees. Key responsibilities include (but are not limited to), planning, and providing day-to-day coordination and oversight of various human resources processes and activities in the areas of employee engagement and employee relations, recruiting and selection, talent and performance management, HR information technology, policies and procedures, and HR compliance.

PRIMARY RESPONSIBILITIES 

Recruiting and Selection 
Assist managers in developing effective job descriptions, advertising plans, and position postings. Track and facilitate the completion and approval of employment requisitions.

Represent HR on the Hiring Committees and interview teams for selected vacancies.

Provide overall quality control and employment law compliance review of the internal and external recruitment and selection process.

Review and approve job postings and advertisements.

Assist HR Executive Director in determining and maintaining appropriate FLSA and salary grade classifications.

Assist HR Executive Director in reviewing and approving internal employment changes such as pay increases, promotions, transfers, job description and salary grade changes, etc.

Conduct reference checks, help determine appropriate salary offers, and draft offers of employment, as required

Assists with the selection and management of vendors for various recruiting and employment related tools and services.

 

Employee Engagement and Employee Relations 
Develop working knowledge of relevant laws and University policies to collaborate with and provide managers and employees with guidance, problem solving support and counseling on effective employee engagement and employee relations practices.

Assist HR Executive Director in developing, maintaining, communicating, and applying the Employee Staff Handbook and related policies and procedures.

Serve as initial intake point for basic employee relations problems, staff handbook, and HR policy questions. Conduct basic internal investigations and problem resolution meetings to help work out or recommend solutions for related matters.

Assist HR Executive Director in developing and implementing various internal and external survey and benchmarking efforts to continually gauge and improve the competitiveness and effectiveness of all programs and practices against other universities, industries, and markets.

Assist HR Executive Director in planning, designing and coordinating various talent and performance management practices such as annual performance evaluations, individual development plans, performance coaching and counseling.

 

Human Resources Information Systems and Analyses 
Work collaboratively with Information Technology Services (ITS) to maximize the functionality of Jenzabar HRIS (Human Resources Information Systems) applications and other applications.

Identify and recommend creative solutions to automate key HR processes including recruitment and selection, time reporting and payroll, performance management, survey reporting, benefits enrollment, orientation and onboarding, HR metrics and employee self-service.

Work with HR Executive Director to define and coordinate regular internal and external reporting on key data and metrics reflecting the size, scope, efficiency, and effectiveness of the University’s human resources and related practices.

Maintain HR intranet (MyFranciscan) site, fostering an environment of employee self-service. Provide training for the campus community regarding resources available through the HR intranet site.

Work with MarCom to expand HR’s social media presence and to leverage the use of social media in employee relations and recruitment.

REQUIREMENTS 
Must understand, support, and embrace the mission of Franciscan University of Steubenville and possess the following:

Technical Skills
Must have demonstrated experience and track record of achievements in at least one area of human resources administration / management. Generalist experience is a plus.

Demonstrated understanding of and experience working with Federal and State employment laws and regulations.

Demonstrated proficiency in Microsoft Office (Excel, Word, and PowerPoint in particular). Database management, Adobe and/or Jenzabar EX experience is a plus.

Experience & Education 
3-5 years of direct human resources generalist or specialist experience; experience in higher education or related industry is a plus.

Bachelor’s degree required, preferably in the field of Human Resources, Business, Communications, Education, Marketing, or other program of study directly related to the position responsibilities.

 

Certifications & Licenses 
Human Resources (SHRM-CP or SHRM-SCP, PHR, SPHR) or Benefits Administration (CEBS, IFEBP) Certification is a plus.
